Waiver Transition Plan
On July 23, RCPA coordinated a conference call with the Offices of Developmental Programs (ODP) and Long-Term Living (OLTL) regarding the state’s Home and Community-Based Services Transition Plan to hear providers’ recommendations. The state will schedule a 30-day public comment period beginning in August to assist in plan finalization. The transition plan is due to the Centers for Medicare and Medicaid Services by October 28. The PowerPoint presentation from the call is available. Comments may be sent to RA-odpcomment@pa.gov.

ODP Updates
The Office of Developmental Programs has released the following information.

  • Announcement #048-14: ODP Deaf Services Required Training for Investigators, Licensing Inspectors and Monitors.
  • Announcement #049-14: CMS Approved Second Waiver Amendments for ODP Consolidated and Person/Family Directed Support Waivers Effective July 1, 2013.
  • Announcement #050-14: SCO Monitoring Tool for FY 14/15. The link to the tool will be sent August 4 and must be completed by October 17. 

MAWD to Continue
Department of Public Welfare Secretary Mackereth has announced that the plan to eliminate the Medical Assistance for Workers with Disabilities (MAWD) program has been reversed and this program will continue. The program provides health coverage to more than 34,000 working individuals with disabilities who don’t qualify for Medical Assistance due to earnings being too high. Disability advocates were concerned that elimination of MAWD would force individuals into private insurance that would be too expensive and would create an incentive to stop working so they would qualify for free health insurance.
