IDD Updates - Week of July 30, 2012

Office of Developmental Programs (ODP) Deputy Secretary Friel presented an overview of the ODP 2012/13 budget. Information addressed includes:

  • Autism budget decreased by 4% of state dollars; this funds 400 adults through the waiver and ACAP and 3 ASERT Centers (page 3)
  • Private ICF/ID cut .55% state and 1.95% federal; includes conversion of 84 beds to community Consolidated waiver (page 4)
  • Community ID base cut 9.19% (page 2)
  • Community waiver increased 7.61% state dollars (page 2)
  • Waiting list initiative of $17.8 million for 700 special education graduates and 430 emergency placements for those living with elderly caregivers (page 5)
  • Rate Adjustment Factor analysis (page 7 and 8)
  • Vacancy Factor 97% (page 9)
  • Fee Schedule highlights (page 10-12)
  • Geographic area changes data sources (page 13), and
  • Residential Ineligible fees (page 15).

Thanks to Will Stennett, IDD Committee co-chair, for this update regarding ODP licensing and planning:

  • The consolidated licensing office will currently continue with those who do IDD licensing continuing to do IDD licensing;
  • Overview of Chapter 51 Regulations will be done during provider qualification process, not licensing;
  • All providers will need to develop quality management plans, ODP is developing the template to be used;
  • Back-up plans will be required  and ODP is developing the format and content which will be part of the annual ISP process (See ODP Informational Memo #056-12);
  • Supports coordinators will be required to conduct a six-month review of everyone in residential services and ODP is working on these guidelines  (see ODP Informational Memo #056-12);
  • Providers must develop and document the three new training requirements on billing and documentation, quality management and unique needs of the individual; and
  • The ODP Provider Monitoring Tool being revised (ODP will present information on this revision at the PCPA conference October 9).

Latino Series on Disabilities
The Disability Advocacy Support Hub has developed a project about reaching out to the Latino community and discussion on various subjects such as how language can affect an individual’s perception of people with disabilities. The first part of this series is schedules to air August 2 at 6:00 p.m. on Channel 12 in Adams/York counties and Channel 240 in Hanover. It will also be available at http://communitymedia.net/online.

October is National Disability Employment Awareness Month and the federal Office of Disability Employment Policy has a variety of resources available to assist agencies in raising awareness about disability employment issues. This year’s theme is “A Strong Workforce is an Inclusive Workforce: What Can You Do?” Details are available at www.dol.gov/odep/topics/ndeam.

On July 30, ODP sent each provider a letter regarding payment rates for 2012/13, indicating the rate letters sent May 25 are final rates. Information is also provided regarding filing a formal rate appeal with the Bureau of Hearings and Appeals. The final date for filing an appeal is 33 days from the date of the July 30 letter, which is August 31. An overview of the formal appeals process prepared by PCPA business member Allen Warshaw is available.

The ODP/Office of Mental Health and Substance Abuse Services (OMHSAS) Dual Diagnosis work group is finalizing draft curricula. Once the work group has reviewed all information, ODP, OMHSAS and PCPA will share drafts with providers and clinicians for recommendations for final curricula. These should be available by the end of August.
