IDD Updates - Week of August 27, 2012

Governor Corbett has sent Administrative Circular 12-11, 2013-2014 Program Policy Guidelines Agency Budget Requests, to state departments providing direction for their preparation of the 2013/14 agency budget. Departments are to assume no funding increases for the next fiscal year and to continue to evaluate current programs and recommend changes to reduce costs and optimize direct services.

The Department of Public Welfare (DPW) Consolidated Licensing office has released two documents:

  • Effective September 24, this department will take steps to verify the identity of certain staff and employees who are required to meet certain qualifications under welfare regulations. This includes the chief executive officer of programs licensed under Pa. Code 55, Chapters 2380, 2390, 6400, and 6500.
  • DPW’s Bureau of Equal Opportunity has been reorganized resulting in a change in the address where licensed agencies submit annual Civil Rights Compliance Questionnaires. Please note the new addresses.

The Office of Developmental Programs (ODP) has released the following information, available at www.odpconsulting.net:

  • Announcement #077-12: ODP Year 5 Cost Report Instructions and Excel Template for Waiver Direct Service Provider Staff. 2013/14 cost report instructions and template have been posted to the ODP consulting web site.
  • Announcement #078-12: ODP Year 5 Cost Report Training Registration is now available.

PCPA requested and Governor Corbett provided a statewide proclamation for “Direct Support Professionals Recognition Week,” September 9 – 15.

On the August 24 White House Disability Call it was announced that President Obama will send a Presidential Delegation to London for the Paralympics Games which are August 29 – September 9. Details on the Paralympics Games are available at http://www.paralympic.org/Events/London2012/AboutUs.

The Department of Public Welfare Human Services Block Grant applications have been received from 30 of the state’s 67 counties. There will be 20 projects selected by early September from among the following counties: Allegheny, Beaver, Berks, Bucks, Butler, Cambria, Centre, Chester, Columbia, Crawford, Dauphin, Delaware, Erie, Franklin, Fulton, Greene, Lackawanna, Lancaster, Lehigh, Luzerne, McKean, Northampton, Potter, Schuylkill, Tioga, Venango, Warren, Washington, Wayne, and Westmoreland.

At PCPA’s September 18, IDD Committee meeting time for discussion regarding the impact of the Office of Developmental Programs (ODP)“non-billable medical and therapeutic days on providers” is planned. Is the vacancy factor covering costs for these absences?

The US Office of Disability Employment Policy is offering a free podcast on September 5 at 2:00 p.m., “Inspiring Innovation to Advance Accessible Technology.” This is one of the Assistive Technology Works educational series. ODP Updates

  • Bureau of Autism Services staff change: Claire Choutka, ASD clinician, is leaving the bureau to return to private practice. Her last day is September 7.
  • “Biographical Timeline Facilitation Training” offered by ODP in coordination with the regional Positive Practices Committees. This training is for those interested in becoming Biographical Timeline Facilitators. Sessions are scheduled across the state. Details are available from Susan Ulsh (sulsh@pa.gov).
  • Informational Memo #075-12: FY 2012-13 Geographic Area Development Methodology. Provides additional details regarding the methodology ODP used to determine the three areas and area factors for 2012/13 rates/fees.
  • Announcement #076-12: Medication Administration Program Online Registration Is Now Open. Trainings now available for licensed programs. Access http://medsadmin.tiu11.org/.
  • ODP Conference, “Redefining Commitment-Creating Our Legacy…Moving Forward.” September 12 – 13, Split Rock Resort, Lake Harmony, PA. Registration is open until September 1 for this free conference addressing positive changes in the system for the future. Details are available at www.odpconsulting.net.
