IDD Update
September 29, 2011

As many have seen in local newspapers, the September 28 Senate Public Health and Welfare Committee hearing regarding the Office of developmental Programs (ODP) has created some negative publicity for the system.  PCPA is developing its strategy to address these issues and will be working in cooperation with the Intellectual Disability and Autism Coalition. In the IDD Update of September 26, information regarding special needs trusts, wills, and end-of-life decisions was provided. This is a reminder that ODP issued Bulletin #6000-11-01 on Procedures for Surrogate Health Care Decision Making to assist agencies in helping consumers with health care decisions.

PCPA’s conference includes an open dialogue session with ODP on October 12, beginning at 4:30 p.m. Please bring your questions, comments, and recommendations to share with Deputy Secretary Kevin Friel, interim Fiscal Director John Cox, and Bureau Chief Patty McCool.

The November 15  Intellectual and Developmental Disabilities Committee meeting will include a joint session with other PCPA committees addressing Act 22 of 2011, which gave the secretary of the Department of Public Welfare (DPW) the power to bypass the normal rulemaking requirements when issuing regulations, revising provider payment rates, and establishing provider qualifications. Allen Warshaw, member from law firm Rhoads Sinon, LLP and previous DPW chief legal counsel will present.

DPW Secretary Alexander has announced the appointment of three deputy secretaries:

  • Bonnie Rose, with 35 years experience in DPW in Medical Assistance and long term care, is appointed to the Office of Long Term Living beginning October 3.
  • Former state representative and current York County Human Services Department Executive Director Beverly Mackereth has been appointed to the Office of Children, Youth and Families beginning November 8.
  • Blaine Smith, currently executive director for the Central Pennsylvania Behavioral Health Collaborative has been appointed to the Office of Mental Health and Substance Abuse Services effective November 15.

ODP Updates

  • Announcement #126-11: ODP Year 4 Cost Report Training Presentation Materials and Desk Review Assignment Mapping has been added to the ODP Consulting web site (www.odpconsulting.net).
  • State center staff development course calendars for October have been released for Selinsgrove and White Haven. These free courses are open to families, advocates, and agency staff. There are no courses scheduled in October for Hamburg or Polk Centers.
