ODP Update

  • Draft bulletin Service Definitions for 2010-11 Fiscal Year is out for public comment. Written comments are due to the Office of Developmental Programs (ODP) by February 12 via email at ra-odpcomment@state.pa.us with a subject line of “FY 2010-11 Service Definitions.”
  • Draft bulletin Planning and Managing Unanticipated Emergencies is out for public comment. Written comments are due to ODP by March 4 via email at ra-odpcomment@state.pa.us with a subject line of “Draft Unanticipated Emergency Comments.”
  • Announcement #022-10 is a reminder to direct service providers to complete the survey related to the implementation of the new Prospective Payment System. Access and complete the survey by February 5 at  https://survey.deloitte.com/wsb.dll/7077/Provider_Postlmp_Survey.htm.

President’s Budget Proposal
President Obama has included in his budget proposal a request for $25.5 billion to extend funding to the states’ for the enhanced Federal Medical Assistance Percentage (FMAP). This proposal would extend last year’s American Recovery and Reinvestment Act assistance, which is scheduled to expire on December 31, to a new expiration date of June 31, 2011.


  • AAIDD offers a teleconference service as part of its Environmental Health Initiative. The February 9 topic is Mercury Exposure, Nutritional Deficiencies, and Metabolic Disruptions May Affect Learning in Children.   • AAIDD Aging and End of Life Series webinars include on February 17, Principles of Medical Ethics in Health Care Provision and on April 21, End of Life Through a Cultural Lens. For details access www.aaidd.org.
  • College of Direct Supports (CDS) offers a new course, Your First Few Weeks and Months as Supervisor. Details on CDS curriculum are available at www.collegeofdirectsupport.com or by calling 877-353-2767.
  • ODP’s Positive Practices Committee is offering free trainings for leaders in the human service field interested in becoming a Biographical Timeline Facilitator. This approach is used to help support individuals with developmental disabilities and mental illness through the development of therapeutic enhancements and accommodations. Registration information is available from Theresa Toombs (c-ttooombs@state.pa.us) and each regional ODP office.

Kennedy Foundation
The Joseph P. Kennedy Foundation is offering fellowships to professionals and/or family members of persons with intellectual or developmental disabilities who are currently working or volunteering of the field of inclusive services and supports. Each year the foundation brings professionals and family members to Washington, DC for a full year of active participation in public policy development in the offices of members of Congress. The application deadline is March 5. Details are available www.jpkf.org.

State Budget Facts
The Kaiser Family Foundation offers a web site (www.statehealthfacts.kff.org) with information regarding the 50 states FY2008 data on per capita spending, general fund expenditures, and Medicaid’s share of general fund spending.
