The office of Developmental Programs (ODP) has released several important announcements.

  • #127-11: ODP Statewide Vacancy Report. The vacancy listing for all Chapter 6400 licensed facility residential vacancies are listed on both the AE and SCO Information Centers of the ODP Consulting web site (www.odpconsulting.net).
  • #128-11: SCO On-Site Audit Webcast Now Available. Series of webcasts to be offered to provide information regarding the implementation of the on-site audit phase of the new SCO monitoring process.
  • #129-11: Revenue Reconciliation: Year 2 Period 2 Delayed. Year 2 Period 3 Payment and Recoupment Amounts will Include Year 2 Period 2 Amounts. ODP will issue provider letters detailing revenue reconciliation for Year 2, Period 3 (March - June 2011) targets, payment, and recoupment amounts October 12-14. On October 17 PROMISe will issue remittance advices and payment files with recoupment amounts and credits. On October 26, PROMISe will issue payments. Contact ODP regional fiscal officers with questions.
  • #130-11 PA’s Outcomes Training Live Sessions. Sessions scheduled for multiple locations. Required training for AE and SCOs.
  • #131-11 Updated 2011 ODP Required Training for SCOs.
  • #132-11: Year 4 Desk Review Training Sessions. Trainings are for AE staff performing the providers cost report desk reviews.

The National Clearinghouse on the Direct Care Workforce (http://directcareclearinghouse.org) recommends that employees in long-term care facilities can help prevent the spread of Influenza by getting flu shots.

The Pennsylvania Health Law Project’s latest newsletter provides information  regarding Medicaid dental coverage new limits, that the Department of Public Welfare proposes expanding Medicaid managed care, and the thousands of Medicaid eligible individuals losing coverage, mostly due to failure to provide verification. The Pennsylvania House of Representatives has issued House Resolution #405 designating the month of October as “Disability Employment Awareness Month.”

The US Department of Labor’s Office of Disability Employment Policy announces federal funding for three employment initiatives (www.dol.gov/odep):

  • $21 million in disability employment initiative funding to seven additional states (CA, HI, OH, SD, TN, WA, WI) to improve education, training, and employment opportunities;
  • $3.8 million in continued funding to improve employment opportunities for consortia that develop models, provide technical assistance, and share best practices; and
  • $2.2 million through the “Add Us In” initiative  funding consortia to identify and develop strategies to increase the capacity of small businesses and communities to employ youth and young adults with disabilities.

The US Supreme Court is hearing the case from California, Douglas v. Independent Living Center of Southern California, which started when the state proposed to cut provider rates by as much as 10 percent. It pertains to whether individuals and providers can sue states to block cuts to Medicaid rates since Medicaid law requires states to have payment rates high enough to attract an adequate supply of providers.

ODP’s October 4, Year 4 (2012/13) Cost Report Training highlights. If members did not participate and would like a copy of the PowerPoint presentation, please contact Linda Drummond.

  • Submission date for providers to attempt to upload cost reports is October 27.
  • Final deadline for submitting cost reports and supporting schedules is November 3 by 11:59 p.m.
  • The E-Help desk closes on November 3 at 5:00 p.m. and will not be available to assist providers that evening.
  • In prior years providers who did not successfully upload a cost report by the deadline were assigned the lowest rate.
  • Desk reviews will be performed by AEs during November and December.

EARN, which is a resource to help employers hire and retain people with disabilities, is offering several free webinars in celebration of National Disability Employment Awareness Month. Sessions include October 20 “What We Can Learn About the Employment of Persons with Disabilities” and October 27 “The Workforce Recruitment Program: Tapping the Talent of Students and Graduates with Disabilities.” Details are available at http://askearn.org.
