IDD Udpates - Week of October 1

Attached is the Department of Public Welfare Bureau of Human Services Licensing (BHSL) "Licensing Reference Guide." Ron Melusky, bureau director who presented at PCPA's September IDD Committee, said this has been developed to help child residential and intellectual disability providers better understand licensing and inspection functions and the interaction with his agency. BHSL is also revising current licensing inspection instruments to provide clearer explanations of the regulatory requirements. The revised documents, "Regulatory Compliance Guides," will provide detailed explanation of each regulatory requirement including expectations for compliance, guidelines for measuring compliance, and the primary benefit of the requirement. BHSL will create draft versions of the guides for public comment. Before the first draft is produced and released for public comment, BHSL is asking providers to offer suggestions for changes, additional information, or constructive criticism as the bureau develops the guide. Comments will be accepted until December 1. Comments may be anonymous if desired. Governor Corbett announced the departure of the Secretary of Health Dr. Eli Avila. Avila indicated it was due to his family not being able to relocate to Pennsylvania and to pursue other interests.

The Bureau of Autism Services announces Thursday targeted trainings. Those online trainings scheduled for October and held from 1:00-2:00 p.m. are:

  • October 11: AAW Reporting Requirements: Encounter Forms and Monthly Progress Notes
  • October 25: ISPs: Beyond Compliance

Intellectual and Developmental Disabilities Committee Co-chairs, Will Stennett and Dan Sausman, and Linda Drummond had the opportunity to meet October 2 with Rep. Tom Murt (R-Montgomery/Philadelphia). Rep. Murt was interested in an overview of the state’s intellectual disability system. Conversation focused on the history of the system, an overview of how individuals enter the system, types of services available, reason for system changes in the past few years, and impact of budgets, fees and rates. PCPA is pleased to announce that Rep. Murt will attend its conference. He is scheduled October 11, 1:30 – 3:30 p.m. as part of the session “Impacting Public Policy.”

On September 7, the Office of Developmental Programs (ODP) issued two bulletins with 2012/13 rates for Ineligible Residential Habilitation Services and Adult Autism Waiver Services. PCPA business member Allen Warshaw has provided a brief overview of reasons to file formal appeals of rates. Fees are appealable but must be submitted by October 9.

Passavant Memorial Homes has issued a press release regarding the appointment of Kevin Friel as its chief financial officer effective December 3. It is PCPA’s understanding that Friel will remain with ODP through October and an acting deputy secretary will be announced in the near future.  

The Department of Public Welfare (DPW)  has issued a bulletin regarding the 2012/13 County Human Services Plan Guidelines. It provides instructions to counties for completion of the consolidated county human services plan as required by Act 80. Counties that have applied for this grant will be conducting required public hearings soon. Allegheny County has scheduled it’s for October 19 at 3:00 p.m. and October 22 at 10:00 a.m. at the Human Services Building, Pittsburgh.
