IDD Update – October 13, 2014

National Disability Employment Month
October is recognized nationally as Disability Employment Month. RCPA is asking members to share success stories regarding individuals with disabilities that they have assisted with employment efforts. These will be featured in the November newsletter, which has a deadline of October 22. Submit information to Policy Specialist Linda Drummond.

ODP Updates
The Office of Developmental Programs (ODP) has released the following information.

  • Announcement #071-14: ODP It’s Your Turn Again! How and When to Share Your Thoughts and Ideas About ODP’s Futures Planning Next Steps. This is a reminder that a Futures Planning survey is available at with a due date of October 19. Please share comments with Linda Drummond. There are also several regional ODP Futures face-to-face forums scheduled.
  • Announcement #075-14: Pennsylvania Academy for Direct Support Professionals. New no-cost online training curriculum for direct support professionals is available at the ODP Provider Information Center.
  • Informational Memo #076-14: Employment Outcome Training Available Free on SELN Website.
  • Informational Packet #077-14: Service Delivery Documentation for Unlicensed Residential Habilitation (URH). ODP is issuing clarification on service content and documentation requirements for URH services.
  • Announcement #078-14: ODP Year 7 Desk Review Training Registration for AEs. Web-based training on October 27 at 1:00 p.m.

Home Rule Delay
The US Department of Labor has announced a delay in the enforcement of the Home Care Rule known as the companionship exemption. The effective day has not been changed, but enforcement actions in the first six months will be delayed. The effective date for the rule remains January 1, 2015. A time-limited, non-enforcement policy will be effective from January 1 – June 30, 2015 where the department will not bring enforcement action against non-complying employers of the Fair Labor Standards Act. From July 1 – December 31, 2015 the department will exercise its discretion regarding enforcement actions. Additional information is available. Questions may be directed to homecare@dol.gov.

HCBS Toolkit
The Autistic Self Advocacy Network has published a toolkit on assisting individuals with disabilities receive home and community based services in integrated community settings  The toolkit includes resources for advocates, families, state administrators, systems professionals, and a research brief on supported housing.
