IDD Updates - Week of October 15, 2012

“Intensive Systems Therapy” trainings are being offered to providers serving individuals with challenging behaviors. The system teaches caregivers to listen, model, and guide a person into developing a skill set to assist in changing behaviors. There is a cost to provider agencies for training materials and staff need to attend five full days of training. If interested, register on the Health Care Quality Unit web site (www.geisinger.org/hcqu). Dates and details are also available.

ODP has released two new bulletins available at www.odpconsulting.net.

  • Bulletin #00-12-03: Medical Assistance Program Fee Schedule for Consolidated and Person/Family Directed Support Waiver-funded Select Services, Targeted Service Management, and Community Mental Retardation Base-Funded Program.
  • Bulletin #00-12-04: Rate-Setting Methodology for Consolidated and Person/Family Directed Support Waiver and Base-Funded Services for Individuals Participating in the Office of Developmental Programs Service System. This bulletin makes obsolete previous bulletins #00-11-10 and #00-11-07.

In March the Disability Rights Network, along with several disability and advocacy groups, filed a lawsuit against Governor Corbett, the Department of Public Welfare, and the Office of Budget regarding proposed budget cuts and the proposal for a human services block grant combining funding for seven human service categories. On October 16 the Commonwealth Court dismissed this lawsuit, stating the governor is entitled to propose his budget independent of court direction. The court indicated it is the General Assembly that determines how statutory budget obligations will be satisfied.

Tentative agendas for the November 13 IDD Committee and SCO Subcommittee will be sent this week. All PCPA committee agendas are being sent in one message. Presenters are being confirmed. Office of Developmental Programs (ODP) Fiscal Director Deb Donahue and Director of Program Management Angela Fortney will attend for open discussion regarding Chapter 51 Regulations and fiscal issues.  Please share your questions regarding these issues with Linda Drummond (linda@paproviders.org) in advance to be shared with ODP so they have responses to your questions.

There will also be  presenters from the US Department of Labor Wage and Hour Division and PCPA business member, Staffing Plus, to address questions related to staffing, travel time,  and IRS requirements as agencies move toward per diem, contracted, or temporary staffing due to the system’s financial constraints. Again, please share questions in advance with Linda Drummond so presenters can be prepared with the information needed.

National Disability Employment Awareness Month
The US Department of Labor Office of Disability Employment Policy (ODEP) provides a variety of free products to assist agencies in the recognition of October as National Disability Employment Awareness Month. This year’s theme is “A Strong Workforce is an Inclusive Workforce: What Can You Do?”  ODEP has launched an online Workplace Flexibility Toolkit to help workers with complex employment issues become more productive.

  • ODP has scheduled a series of conference calls for providers regarding the Certification and Licensing System (CLS) implementation, usage, and training materials. These calls are the first Wednesday of each month (except January) from 11:00 a.m. – 12:00 p.m. Register through the link above.

  • Final public notices for ODP’s prospective payment system (PPS) and fee schedule rates were published in the October 13 Pennsylvania Bulletin. Agencies have 33 days from the release of rates to submit formal rate appeals to the Department of Public Welfare. The fee schedule  and PPS rates are available from the links.
  • Announcement #090-12: ODP Year 5 Cost Report Changes Training Audio Replay/PowerPoint Presentation.
  • Announcement #091-12: Provider Monitoring 2012/13 Tool and Resources Now Available. Review for changes and details on the Provider Self-Reporting Phase that concludes November 30.
  • Announcement #092-12: NCI PA State Report Available on the IM4Q section of ODP Consulting web site.
  • Announcement #093-12: ODP Year 5 Cost Report Submission Deadline Reminders – October 25 and November 1. October 25 is the initial submission attempt deadline. November 1 by 11:59 p.m. is the final deadline for submitting cost reports and supplemental schedule for Year 5 (2013/14).

DPW has issued a new Medical Assistance Bulletin, Delaying Alternative Cost Sharing for Families of Children with Disabilities with Incomes Over 200% of the Federal Poverty Income Guidelines.
