Licensing Changes
Effective October 28, changes at the Department of Public Welfare Bureau of Human Services Licensing (BHSL) include Director Ron Melusky moving to acting director at the Bureau of Program Integrity and current BHSL Director of Operations Matt Jones becoming the acting director of BHSL.

ODP Update
Office of Developmental Program (ODP) Announcement #096-13: Year 6 Desk Review Procedures and Cost Report Submission Deadline has been posted to ODP Consulting web site. Residential providers need to make an initial online cost report submission attempt by October 24, with the final deadline for submitting cost reports and supplemental schedules for Year 6 of October 31 at 11:59 p.m.

ODP Futures Planning Comments Needed
RCPA is a member of the Office of Developmental Programs (ODP) Futures Planning Committee, which includes eight work groups. ODP and RCPA are requesting input and comments regarding the draft action plans under development. Please access the Futures Planning web site to share your recommendations. Please send a copy of your recommendations to Linda Drummond to be used in the development of RCPA comments. Comments will be accepted through November 5.

National Disability Employment Month
October was designed as “National Disability Employment Awareness Month” and in Pennsylvania, Representative Mark Cohen introduced House Resolution 512 to recognize this initiative and pay tribute to our citizens with disabilities.

The US Department of Labor Office of Disability Employment Policy News Brief provides information regarding the resource toolbox, slideshow, LEAD center newsletter, and Job Accommodation Network webinar series on accommodation solutions and the ADA.

Giant Eagle grocery stores and the Untied Way of Allegheny County have partnered on a pilot initiative to work with high school students with disabilities for jobs initiatives, including job coaching for school to work transition.

New Center on Criminal Justice and Disability
The US Department of Justice has funded a two-year grant to The Arc National to develop a national resource center on criminal justice and disability. The center will bring together victims and offender issues involving people with intellectual and developmental disabilities (IDD). According to a national crime victim survey, those with disabilities have a victimization rate twice as high as those without disabilities.

Corbett Expands Human Services Block Grant
Governor Corbett has announced the expansion of the Human Services Block Grant to 10 additional counties. This increases the total to 30 counties. The seven funding streams covered by these block grants include mental health community programs, intellectual disability community-based, county child welfare special grants, homeless assistance program, behavioral health for substance abuse, Act 152 non-hospital residential detoxification services, and programs addressing isolation, poverty, and dependence. The 10 new counties include Blair, Cambria, Lackawanna, McKean, Montgomery, Northampton, Potter, Schuylkill, Washington, and Westmoreland.

Down Syndrome
Pennsylvania Representative Martin Causer introduced House Resolution 501 designating October as “Down Syndrome Awareness Month” to recognize the positive contributions these individuals make to our communities.

A new national Down Syndrome Registry is being developed to connect individuals with this syndrome with researchers studying the chromosomal disorder. The DS-Connect online database will collect health information on a voluntary bases. This will assist physicians and researchers with information needed about health issues and the needs of this population for health care.

The Office of Developmental Programs (ODP) has released Announcement #094-13: Outcome Statement 2013 SC and SC Supervisor and AE Required Training and available for professional staff development for providers.

Temple University Aging Project
Temple University is completing the Aging and Transition Project, which has included six focus groups and consumer and provider surveys. These surveys may still be completed and are available until November 22. The provider survey is available at https://www.surveymonkey.com/s/transitionandaging. The consumer survey is available at https://www.surveymonkey.com/s/agingtransition.
