Members are watching the weather from Hurricane Sandy projected to impact the region starting on Sunday. The Department of Public Welfare (DPW) has issued an announcement with information to assist agencies with emergency preparedness strategies. Posted on www.odpconsulting.net is the Bureau of Human Services Licensing “Emergency Preparedness Tips in Residential Settings” and the PA Emergency Management Agency’s “PA Emergency Preparedness Guide.”

ODP Announcement #097-12: ODP Year 5 Desk Review Procedures and Cost Report Submission Deadline Reminder.

  • Office of Developmental Programs (ODP) Year 5 Cost Report Submission Deadline Reminders – October 25 and November 1. October 25 is the initial submission attempt deadline. November 1 by 11:59 p.m. is the final deadline for submitting cost reports and supplemental schedules for Year 5 (2013/14).
  • The Bureau of Human Services Licensing (BHSL) is revising current licensing inspection instruments to provide clearer explanations of regulatory requirements. The revised documents, Regulatory Compliance Guides, will provide detailed explanations of each regulatory requirement including expectations for compliance, guidelines for measuring compliance, and the primary benefit of the requirement. BHSL will create draft versions of guides for public comment. Before the first draft is produced, BHSL is asking providers to offer suggestions for changes, additional information, or constructive that should be considered. Comments will be accepted until December 1. Comments may be anonymous if you desire. Send by email to RA-pwarlheadquarters@state.pa.us  and please copy Linda Drummond (linda@paproviders.org).
  • The October 25 Medical Assistance Advisory Committee (MAAC) included an overview of PROMISe Implementations. Beginning in early 2013 the Office of Medical Assistance Programs will discontinue mailing various documents; they will be sent electronically. This includes ODP prior authorizations.  Providers must have a PROMISe Portal ID. Updated email addresses and an NPI number is required on all billings.
  • ODP has released Announcement #096-12: Waiver Renewal Implementation – Reserved Capacity Webcast Now Available. This is required training for supports coordinators and Administrative Entities, and strongly advised for direct service providers.

ODP has released the following information, available at www.odpconsulting.net:

  • Announcement #095-12: ISP Manual 2012 Update Course Now Available. Required training for supports coordinators and SC supervisors. Provides four hours of required training through December 31. Course also recommended for Administrative Entities and direct service providers.
  • ODP Bulletin #00-12-05: Individual Support Plans. Requirements for ISPs as outlined in the ISP Manual. The manual identifies services, definitions, and standardized processes for preparing and implementing the ISP.

Agendas were sent week for PCPA November committee meetings. Those attending should register using the provided link in that announcement.  Several of the November presenters have asked for questions in advance so they can provide accurate information. Office of Developmental Programs (ODP) staff will overview Chapter 51 regulation changes including program and fiscal components. The regional coordinator, US Department of Wage and Hour, needs information on what issues to address since many agencies are either moving to or considering moving to mobile workforces, per-diem, or contracted workers. Please let Linda Drummond know by October 25 of specific issues for discussion. The SCO Subcommittee meeting will include an additional presentation regarding workforce changes and issues. Please share specific issues to be addressed.
