PCPA has heard there may be an issue regarding the Office of Developmental Programs’ (ODP) policy for setting Year 2 (2010/11) revenue targets. Please check your Period 2 and Period 3 revenue targets to determine if ODP did not include any billings for vacancies. Please let Linda Drummond know if you have had this experience to help determine if these are just a few isolated cases or if it was an ODP policy change.

ODP has released the following information which is available at www.odpconsulting.net:

  • Informational Packet #154-11: Billing with the Diagnosis Code Effective January 1, 2012 to September 30, 2013
  • Announcement #155-11: Now Available: 3 User Friendly Forms. Forms for requesting exception to established service limits, unanticipated emergency funding request, and unanticipated emergency screening tool forms are available on the ODP Consulting web site.
  • Informational Memo #156-11: ODP Request for 5 Year Waiver Renewals. ODP’s goal is to submit the Consolidated and Person/Family Directed Supports waiver renewals to the Centers for Medicare and Medicaid Services by December 23. ODP will solicit feedback regarding the proposed changes from the Medical Assistance Advisory Council (MAAC). Member recommendations for changes may be sent to Linda Drummond at PCPA (linda@paproviders.org) and the association will share them with ODP.
  • Announcement #157-11: PA’s Outcomes Training Live Sessions. Additional sessions are available across the state in early December and are required trainings for calendar year 2011 for supports coordinators, supervisors, and AE staff that review and/or approve plans.

IDD Meeting – November 15
Aging Curriculum
The November 15 IDD Committee featured a presentation by Office of Developmental Programs (ODP) Medical Director Dr. Jill Morrow, addressing the “aging curriculum” being developed. There will be 12 topics and an “aging certificate” for those participating in the aging-related webinars. The first webinar will be available November 21 and will provide an overview of the curriculum and characteristics of the aging population. The second webinar is scheduled for release on November 28 and will address wellness, medical complexities, risks, and mental health issues. These will be required trainings for Supports Coordination Organizations.

Act 22 of 2011 
Allen Warshaw, attorney for Rhoads Sinon, provided an excellent overview of Act 22 of 2011 to the IDD Committee on November 15 which gave the secretary of the Department of Public Welfare (DPW) the power to bypass the normal rulemaking requirements when issuing regulations, revising provider payment rates, and establishing provider qualifications.

The next IDD and SCO Committee meetings are January 17, 2012. The location will change to the Sheraton Harrisburg-Hershey, on Lindle Rd.
