Aging/ID Update
Policy Specialist Linda Drummond is a member of the Pennsylvania Joint Aging/Intellectual Disability (ID) Committee that coordinates the annual Building Bridges Aging/ID conference and disseminates grants to county intellectual disability and aging departments to develop cross-systems trainings and cooperation.

This committee issued notification to county Departments of Aging and Intellectual Disability that funding is available for the development of cross-systems county teams. Requests for funding and proposal requirements for each Aging/ID County Team Project for a total of $3,500 are available from the link. Requests are due by December 20 to Amy Comarnitsky.

50th Anniversary of Developmental Disabilities Act
The White House hosted events on November 15 in recognition of the 50th anniversary of the Developmental Disabilities Assistance and Bill of Rights Act, singed into law by President John F. Kennedy in 1963.

ODP Updates
The Office of Developmental Programs (ODP) has released the following information:

  • Announcement #099-13: Giving Medication at Home: A Course for Lifesharers. Composed of seven webcasts that includes two credit hours which can be used toward the annual training requirements for family living.
  • Announcement #100-13: Work Readiness Program Request for Information (RFI). ODP seeks stakeholder input regarding work readiness programs currently implemented to prepare transition age youth and adults with intellectual disability and/or autism to enter the completive workforce. Comments will be accepted until December 20. 
  • Informational Memo #101-13: Update to Informational packet #154-11: ICD-10 Compliance Date Changed to October 1, 2014. The ICD-10 Centers for Medicare and Medicaid Services initiative has been delayed and providers should continue billing using ICD-09 diagnosis code for dates of service up to and including September 30, 2014.  DPW has added a web page that includes general ICD-10 information.

Senate Resolution
Pennsylvania Senator Tartaglione has issued Senate Resolution 269 designating December 3 as “International Day of Persons with Disabilities in Pennsylvania.”

Dual Diagnoses Focus Group
RCPA, in cooperation with the ODP and Office of Mental Health and Substance Abuse initiative for those dually diagnosed with intellectual or developmental disabilities and mental health issues, held its focus group meeting. The invited guest was Senate Judiciary Committee Counsel Gregg Warner. House Bill 1504, which requires police training on mental health and intellectual disability, passed the House in October and was in this Senate committee at the time of the meeting. Presentations and discussions focused on the important need for this legislation and available resources for police and first responders. The Judiciary Committee voted on this legislation the following day and passed it out of committee. RCPA will closely follow and advocate for its passage.
