IDD Updates - Week of December 3, 2012

ODP has extended the deadline for the Maintenance-related Cost for Licensed Residential Homes Survey to Friday, December 14. ODP Announcement #108-12 provides an update and also lists the survey questions for provider review prior to submitting it online.

ODP Announcement #109-12: Website Upgrades for PIC and SCOIC: Planned Interruption of Services. System maintenance and upgrades will begin on December 16 and all website services are expected to be restored by December 21. 

This is a reminder that Ron Melusky, director, Bureau of Human Services Licensing will attend the January 15, 2013 IDD Committee meeting. PCPA is compiling information to share with him prior to the meeting regarding some of the recent unannounced visits. Please take a few minutes to answer these questions and return to Linda Drummond.

  1. If you have had an unannounced licensing visit what was the reason given by BHSL staff?
  2. Did it relate to an Incident Management Report? If yes, the reason for this report?
  3. Did it relate to a Regulation? If yes, which one?
  4. What was the result of this visit?
  5. Was there any follow-up after the visit? If yes, in what form and content?
  6. Had you received any prior information about this new initiative regarding review of incident investigations before the visit?
  7. Did BHSL staff share any criteria for determining which incident investigations needed to be reviewed?
  8. Were you told by BHSL staff that reviews of investigations take priority over licensing activities in BHSL?
  9. Have you had a delay in licensing a new program?
  10. Other?

The Pennsylvania Health Law Project is offering in-person and webinar trainings to address changing from ACCESS PLUS to joining the managed care plan, HealthChoices New East Zone for those living in the north central and northeastern parts of the state, effective March 1, 2013. ODP has issued Informational Memo#107-12: Chapter 51 Regulation Implementation Instructions for Providers, including SCOs on Quality Management Plans. DPW/ODP priorities for the plans were posted in the December 1, Pennsylvania Bulletin. Providers are required to update Quality Management plans every two years, beginning with 2013/14, with plans in place by June 30, 2013.

The Bureau of Human Services Licensing has decided to discontinue the use of the Certification and Licensing System (CLS) for Intermediate Care Facility applications and renewal applications for Certificates of Compliance. This only applies to Chapter 6600 ICF providers. The letter is attached.

A reminder for all other licensed providers that the next Certification and Licensing System (CLS) conference call is December 5 at 11:00 a.m. The registration link is:

The Office of Developmental Programs (ODP) has issued a replacement to Announcement #105-12: ODP Maintenance-related Costs for Licensed Residential Homes Survey. The replacement copy has the correct hyperlink and offers an outline of the questions found in the survey so providers can review before submitting the survey online.

ODP Informational Memo #106-12: Waiver Renewal and Chapter 51 Implementation: Qualification of Vendors. Establishes a standardized process for qualification of vendor services in HCSIS and will be implemented in 2012/13. The memo is available at www.odpconsulting.net.
