MR Update #04-34: ISO Draft Bulletin, HCSIS Update, CMS Report and Forum

ISO Bulletin
The Office of Mental Retardation (OMR)has issued a draft bulletin, Intermediary Service Organizations (ISOs). This bulletin is intended to replace the existing MR Bulletin #00-04-01. Its purpose is to advise county administrators of OMR’s policy requiring counties to offer ISO services to individuals or their representatives. Companion bulletins to be used with this one are: Guidelines for Operating a Vendor Fiscal/Employer Agent and Agency with Choice ISO issued on May 6, 2003. HCSIS Update
HCSIS Release 4.1.0 will go live on December 4 and includes:

  • New user agreement security form
  • Modified financial management reports
  • IM4Q survey status report for state centers
  • Kick-off meeting for wave two of the HCSISI and PROMISe implementation will be held on December 2, and
  • Data warehouse allows counties to monitor progress in creating and approving ISPs.

CMS Report
The federal Centers for Medicare and Medicaid Services (CMS) has made public the latest update on the CMS action plan to improve the quality for home and community-based waiver services. The plan addresses distribution of new quality tools to states, procedural guidance to CMS regional offices for conducting reviews, collaborating with state agency associations in the development of waiver expectations, and other actions to assure and improve quality. CMS Forum
CMS is holding a “Diversity Open Door Forum” on Thursday, December 6 at 2:00 p.m. The forums are a series of outreach teleconferences that support CMS’ desire to hear, interact, and learn from the beneficiaries, providers, and other stakeholders interested in the delivery of quality healthcare for seniors and people with disabilities.
