Survey: ODP Rate Areas Impact

RCPA is asking Office of Developmental Programs (ODP)-funded members that provide unlicensed services (i.e. supported employment, unlicensed community habilitation) to share the impact of the areas established in the ODP rates. It has been brought to RCPA’s attention that providers with corporate offices located in one of the three ODP areas that provide unlicensed services do not have to list the specific site location (which may be in a different area) and can, therefore, receive a different rate than other providers located in the same area in which a specific unlicensed service is provided.

Please take a few minutes to answer the questions below and send an email respose to Linda Drummond by September 30. Include the agency name and the name of a contact person.

  1. Which unlicensed services does your agency provide and in which of the ODP rate areas?
  2. Is this in the same area(s) as your corporate office?
  3. Are differences in rates by area impacting staff recruitment and retention?  Are there other issues?
  4. Is your agency finding this to be an issue financially?
  5. Do you see a need for RCPA to bring this to the attention of the Department of Public Welfare and ODP for clarification regarding appropriate policy?
  6. If yes, what are your recommendations for this policy?
