Secretary Richman Delays CRC Implementation

The Office of Social Programs announced May 1 that Secretary Estelle Richman, Department of Public Welfare (DPW), has decided to delay the implementation of the Community Resource Centers (CRCs), which were scheduled to be operational July 1. The CRCs were to be a change in the way attendant care services are administered, with an attempt at avoiding "conflict of interest." A DPW newsletter, published in March, described the CRC as being a more consumer-friendly service system for people with physical disabilities.

The entities selected to be CRCs are: Allied Services, Northeast Region; Jewish Employment and Vocational Service (JEVS), Southeast Region; United Disabilities Services (UDS), South Central Region; Lycoming/Clinton Joinder Board, North Central Region, and Three Rivers Center for Independent Living (TRCIL), Northwest and Southwest Regions. Staff training had already begun and other steps have been taken to meet the planned start up date.

The secretary met with consumers and family members of persons with physical disabilities, advocates, and providers who expressed their views on the CRCs. The delay is intended to give the secretary more opportunity to review the program design and to determine necessary changes that will insure resolution of the issues and concerns raised by external stakeholders.
