Allegheny County Family Leave Update, Call to Action

As of September 30, 2026, Allegheny County’s paid parental leave proposal has cleared the Board of Health, but it is not law yet. The board unanimously approved a revised version on September 28 and sent it to County Council. Council must consider and pass it before it can go to County Executive Sara Innamorato for signature.
The revised proposal would provide up to 12 weeks of paid leave within the first year after a birth or adoption. It would cover employers with 15 or more eligible employees; full- or part-time employees would qualify after six months and 625 hours of work. The revision also addresses stillbirths. Compared with the May proposal, the leave period fell from 18 to 12 weeks, smaller employers were excluded, and the employee qualifying period increased from 30 days.
Allegheny County Council has posted the full proposed text as Exhibit A to Ordinance 14083-26, Version 1, filed October 2, 2026. You can also view the Council bill and attachment record.
If enacted, the proposal provides a six-month implementation period, with a further six-month grace period for organizations that need to reach their next fiscal year or budget cycle. Those periods have not started, because Council has not enacted the measure.
The final text of the proposed regulation has not been published.
