The Office of Developmental Programs (ODP) convened for the Information Sharing and Advisory Committee (ISAC) meeting on December 9, 2025, to provide updates on the impacts of the enacted state budget and two key recommendation areas.
- State Budget FY 2025/26: The General Appropriations Bill passed on November 12. The Community Waiver appropriation is $21M less than the Governor’s proposed budget but still represents an increase from FY 2024/25. A $5.8M reduction in the State Center Appropriation will be transferred to ID/A Home and Community-Based Services (HCBS) Augmentation.
- Medicaid Eligibility Tools: ODP Announcement 25-097, “Maintaining and Verifying Medicaid Eligibility,” has been released. ODP participants must complete and submit their Medicaid renewal paperwork to the County Assistance Office (CAO) to maintain coverage and services. Participants are advised to look for a “PINK Envelope!” for their renewal.
- Waiver Submissions: ODP submitted the 1915(b)(4) waiver and the Consolidated, Community Living, and P/FDS Waivers to the Centers for Medicare and Medicaid Services (CMS) for review and approval on July 31.
- Project ECHO: ODP is offering “Project ECHO: Building Competence in Supporting Autistic Adults with Profound Support Needs”. This is a free virtual program open to ODP residential provider staff, beginning January 6, for 10 weekly sessions.
- Provider Innovation Series: A new series will showcase provider-led innovative practices that promote peer-to-peer learning. The first selected provider(s) are scheduled to present at the Everyday Lives Conference in May 2026.
- Hazard Vulnerability Assessment (HVA): ODP provided a Provider HVA Implementation Roadmap, which includes key steps such as forming a preparedness workgroup (Months 0–2), selecting top hazards (Months 2–4), conducting sensory-friendly drills (Months 4–6), and implementing site-specific mitigations (Months 6–9).
ISAC Recommendation #8: Simplify the System
The recommendation aims to make the system of supports and funding as straightforward as possible.
- Individual Support Plan (ISP) Redesign: The goal is to reduce the time to complete and update the ISP and increase the positive experience of stakeholders.
- Pre-population of Data: Data will be pre-populated from the Person Record into the ISP, including demographics and the Individual’s Support Team.
- Auto-population: Health Risk Screening Tool (HRST) score data will be auto-populated into the Medical History and Meals and Eating sections. Supports Intensity Scale (SIS) data will also be used to inform the ISP.
- Enterprise Case Management System: ODP is working to design and implement a new enterprise case management system to provide direct access to the ISP for individuals, their families, and authorized providers.
ISAC Recommendation #9: Improve Quality
The core principle is to plan and deliver services that measure person-centered outcomes and continuously improve quality of life.
- Quality Management (QM) Certification: ODP continues to offer its QM Certification curriculum. As of November 25, 2025, a total of 2,379 individuals are certified, with Providers accounting for the largest group at 1,729.
- Data Collection: ODP will continue its annual participation in the Independent Monitoring for Quality (IM4Q) and National Core Indicators (NCI) surveys to gather satisfaction data from individuals and families.
- Performance-Based Contracting (PBC): Residential Providers have completed the first round of data submissions, scoring, and tier assignments. Funds for tiers and Pay for Performance (P4P) Milestone 1 have been distributed. Improvements noted include:
- An increase in enrolled providers offering Lifesharing (81 to 90) and Supported Living (115 to 135) from July 2023 to January 2025.
- Major improvements in health risk screenings (80% reduction in individuals without screening).
- A 20% increase in 7-day and 30-day follow-up appointments after inpatient hospitalizations.
- Incident Management (IM) Rebalancing Initiative:
- Phase 1 (Interim Support) is Complete: ODP Announcement 25-093 was released on October 7, 2025, to clarify current IM requirements, standardize practices, and eliminate Optionally Reportable Events (ORE).
- Phase 2 (Policy & System Modernization) is In-Progress: This phase involves changes to the overall IM structure, a new IM Bulletin, and updates to the reporting processes and systems.

On Thursday, May 28, the Office of Developmental Programs (ODP) provided an update to the Medical Assistance Advisory Committee (MAAC) regarding current policies and upcoming regulatory changes following a recent Commonwealth Court decision. On February 17, 2026, the PA Commonwealth Court issued a decision in Dunkelberger v. Department of Human Services that determined that ODP’s limitations on provider model services (specifically the 40/60-hour caps and 90-day travel maximums) were null and void. The decision was based on process rather than policy validity; the Court found that these limitations were not properly promulgated as regulations in accordance with the Commonwealth Documents Law and Regulatory Review Act. To maintain a balanced approach between flexibility and oversight, ODP is moving forward with the following actions: Regulatory Amendments: ODP will amend regulations to establish formal authority for setting service delivery limits that support individual welfare and program integrity. Self-Directed Model Agreements: ODP has already modified agreements for self-directed models to clarify limits on overtime, combined relative service provision, and travel restrictions. Travel Restrictions: Due to the inability to monitor services effectively over long distances, service provision will now be limited to Pennsylvania and contiguous states. Waiver Changes: ODP will seek modifications through the amendment process to the Consolidated, P/FDS, Community Living, and Adult Autism Waivers to include: New requirements for agencies providing IHCS and Companion services to disclose a DSP's relationship to participants; and Strengthened programmatic oversight and integrity measures. Life Sharing Alternative: For participants requiring more than 60 hours of paid care from a relative, the Life Sharing (24/7) service model remains the recommended alternative. ODP anticipates a public comment period for these proposed waiver changes beginning in January 2027.
