“The workforce shortage is real. The turn over rate, vacancies, and so forth,” said Richard Edley, president of Pennsylvania’s Rehabilitation & Community Providers Association. The group coordinates advocacy for most of the human service providers in the state.


Government reimbursement doesn’t just go into worker pay- it also covers the administrative and physical costs of running an agency.


“If you have if you have one audit, two audits, maybe. But sometimes five and six?Where you feel like you just got finished and then you’re doing another one?” Eakin said, describing the administrative fatigue.
