Allegheny County has a pending proposal that all workers would be eligible for paid parental leave for up to 18 weeks. This proposal will impact all home and community-based services (HCBS) providers and could represent a significant unfunded mandate. RCPA submitted comments during the earlier public comment period.
If you are a provider in Allegheny County, you will be subject to this new regulation.

The Council of Allegheny County is conducting a public hearing related to paid parental leave on September 10, 2026, at 5:00 pm, in the Gold Room located on the 4th floor of the Allegheny County Courthouse, 436 Grant Street, Pittsburgh, PA 15219. Individuals wishing to speak in person must register in advance at least 24 hours before the scheduled beginning of the meeting, and comments must be made in accordance with all applicable rules governing public comment at regularly scheduled Council meetings.
