On September 11, 2026, RCPA, in partnership with several ID/A Associations of
Pennsylvania,
submitted formal feedback to the Office of Developmental Programs (ODP) outlining significant challenges currently facing Supports Coordination Organizations (SCO), along with recommendations to address and resolve those issues.
This submission reflects RCPA's ongoing advocacy on behalf of our members and was informed by wide-ranging input from SCO stakeholders across the Commonwealth. The document represents a comprehensive summary of the operational and systemic challenges affecting SCOs and identifies solutions to strengthen the system's effectiveness and sustainability.
RCPA and its partner associations remain committed to working collaboratively with ODP and other stakeholders to advance meaningful solutions. We will continue to advocate on behalf of our members and the individuals served by the system until these concerns are adequately addressed.
