30-Day Public Comment Period Opens November 7, 2026

The Pennsylvania Independent Regulatory Review Commission (IRRC) and the Office of Mental Health and Substance Abuse Services (OMHSAS) have released for public comment the proposed 55 Pa. Code Chapter 1350 Regulation #14-560: Crisis Intervention Services Payment.

The public comment period will open for this first phase of proposed rulemaking Saturday, November 7, and close on Monday, December 7, 2026.

The release of the Crisis Payment Regulations is companion rulemaking activity aligned to the proposed Crisis Services Regulations, which were released last fall. RCPA, in partnership with its members and Crisis Steering Committee, had submitted public comments to the IRRC for consideration at that time.

From the proposed regulations, more than 950 comments were yielded. OMHSAS continues to review the comments in preparation for and delivery of the final form Crisis Regulations to the IRRC, which are slated for 2027.

As with all regulatory packages, RCPA is assembling a Crisis Regulatory Review Committee that will be tasked with developing recommendations based upon fiscal, operational, and programmatic impacts of the proposed standards. This committee will be meeting on Thursday, November 12, 2026, from 1:00 pm – 3:00 pm, as well as on Monday, November 23, 2026, from 1:00 pm – 3:00 pm. If any member would like to be a part of this work group, please contact RCPA COO and Mental Health Policy Director Jim Sharp.

If you are unable to attend the work group sessions but would like to provide public comments, you may do so by submitting your recommendations to Jim Sharp. Members can also submit their organization’s response to the IRRC by the December 7 deadline.

Members may download the proposed regulation for review.
