Pennsylvania’s Office of Developmental Programs (ODP) is currently working with Marsh (formerly Mercer Consulting) on the Fiscal Year (FY) 2027/28 ID/A Waiver Rate Refresh. As part of this process, ODP will gather data from a sample of providers offering residential supports to individuals in Needs Group 4 (NG4) and Needs Group 5 (NG5).
The upcoming survey will examine current staffing models at sampled service locations, and the findings will help shape updates to ODP’s residential habilitation fee structure, ensuring it remains responsive to individual needs while aligning with the Centers for Medicare & Medicaid Services (CMS) requirements, specifically that rates are “consistent with efficiency, economy, and quality of care, and are sufficient to enlist enough providers so that care and services are available.”
ODP is particularly focused on gaining a clearer understanding of staffing patterns for individuals in NG4 and NG5.
Feedback Work Session
RCPA providers supporting individuals in NG4 and/or NG5 are invited to a work session to review the draft survey tool. Your feedback will help ODP refine the tool before it is finalized and distributed.
