The Office of Developmental Programs (ODP) met for the Information Sharing and Advisory Committee (ISAC) meeting on April 21, 2026, to provide general updates as well as information on recent executive orders and three key ISAC recommendation areas.


General ODP Updates

  • Executive Orders: Governor Shapiro signed three executive orders to protect the rights and privacy of people with disabilities; create a new Advisory Commission on People with Disabilities; and update the Developmental Disabilities Council.
  • Respiratory Illness Data: As of late February 2026, respiratory illness activity (COVID-19 and Flu) in Pennsylvania was reported as "Low" and decreasing, while RSV was "Moderate" with no change.
  • Skin Integrity Initiative: ODP recognized November 20, 2025, as Pressure Injury Awareness Day to highlight the prevention of life-threatening pressure injuries. Risk stratification is being used to prioritize outreach for individuals most in need.
  • Specialty Telehealth and Assessment Team (STAT): This consultative waiver service provides disability-specific advice for participants in private or residential homes to determine if in-person medical treatment is necessary. Between April 2025 and March 2026, the service achieved a 94.6% "Treat in Place" rate.

ISAC Recommendation #4: Support Families Throughout the Lifespan

  • Family Engagement Survey: Preliminary results from a survey on provider engagement showed that 86% of respondents felt their provider built and maintained a relationship with them.
  • Supporting Parents with Disabilities: A learning collaborative is scheduled for June 4, 2026, to identify best practices and provide tools for people with disabilities in parenting roles.
  • Family Medical Support Assistance (FMSA): ODP will hold a webinar on May 29, 2026, to explain this waiver service, which was created in 2022 to support families.

ISAC Recommendation #5: Promote Health, Wellness, and Safety

  • Health Risk Screening Tool (HRST): As of March 2026, 14,517 individuals out of a population of 14,869 have been screened using this 22-item scale to identify risks of illness and health destabilization.
  • Choking/Dysphagia Taskforce: Following concerns regarding choking-related incidents, a multi-office taskforce was formed to provide educational resources and food texture modification references.

ISAC Recommendation #6: Support People with Complex Needs

  • TRAIN Program: This program equips licensed clinicians to use evidence-based practices for trauma recovery in neurodivergent individuals. To date, 106 clinicians have participated, and the tenth cohort began on April 14, 2026.
  • Capacity Building Institutes (CBI): Cycle 10 of the CBI is scheduled to begin in September 2026. The Pediatric CBI has already represented 34 of 67 Pennsylvania counties in its first three cohorts.
  • Project ECHO: This model uses "flash talks" and case-based learning to build competence in supporting autistic adults. A new series focusing on mental health and primary care providers is planned for 2026.

Pediatric Shift Care & Complex Care Resource Centers (PCCRC)

Initiative Overview: Funded by $114.9M in ARPA funds, this initiative aims to improve Pennsylvania's pediatric shift nursing model.

Impact in 2025: Pediatric Coaches served families in 54 of 67 counties, supporting over 300 unique families. Family Facilitators successfully managed 25 discharges from hospitals to community settings and 6 diversions from facility-level care

On Thursday, May 28, the Office of Developmental Programs (ODP) provided an update to the Medical Assistance Advisory Committee (MAAC) regarding current policies and upcoming regulatory changes following a recent Commonwealth Court decision. On February 17, 2026, the PA Commonwealth Court issued a decision in Dunkelberger v. Department of Human Services that determined that ODP’s limitations on provider model services (specifically the 40/60-hour caps and 90-day travel maximums) were null and void. The decision was based on process rather than policy validity; the Court found that these limitations were not properly promulgated as regulations in accordance with the Commonwealth Documents Law and Regulatory Review Act. To maintain a balanced approach between flexibility and oversight, ODP is moving forward with the following actions: Regulatory Amendments: ODP will amend regulations to establish formal authority for setting service delivery limits that support individual welfare and program integrity. Self-Directed Model Agreements: ODP has already modified agreements for self-directed models to clarify limits on overtime, combined relative service provision, and travel restrictions. Travel Restrictions: Due to the inability to monitor services effectively over long distances, service provision will now be limited to Pennsylvania and contiguous states. Waiver Changes: ODP will seek modifications through the amendment process to the Consolidated, P/FDS, Community Living, and Adult Autism Waivers to include: New requirements for agencies providing IHCS and Companion services to disclose a DSP's relationship to participants; and Strengthened programmatic oversight and integrity measures. Life Sharing Alternative: For participants requiring more than 60 hours of paid care from a relative, the Life Sharing (24/7) service model remains the recommended alternative. ODP anticipates a public comment period for these proposed waiver changes beginning in January 2027.
