ODP Shares New Provider Qualification Requirements for 2390 Programs

The Office of Developmental Programs (ODP) has issued Announcement 26-068, outlining a new provider qualification requirement for organizations delivering Community Participation Support (CPS) services in facilities licensed under Chapter 2390 (Vocational Facilities). The new requirement becomes effective January 1, 2027.
Beginning January 1, 2027, Chapter 2390 CPS providers must be enrolled with the Office of Vocational Rehabilitation (OVR) to provide OVR-funded Supported Employment services and must accept OVR referrals for those services. The requirement is intended to strengthen continuity of services and support individuals transitioning from facility-based services to competitive integrated employment.
Existing CPS providers must obtain and maintain a valid OVR Provider Agreement or Agreement Extension by January 1, 2027. ODP will verify compliance with OVR as part of the provider requalification process. Providers must notify ODP if their OVR agreement is terminated or if OVR places the provider on a referral pause due to non-compliance.
ODP will annually verify whether providers accepted OVR referrals, received no referrals, or were placed on a referral pause, with referral pauses indicating non-compliance with provider qualification requirements.
ODP and OVR will host a webinar on July 1, 2026, at 10:00 am to review the new requirements and the OVR enrollment process. Providers operating Chapter 2390 vocational facilities are encouraged to begin preparing now to ensure compliance by the January 2027 implementation date.
