RCPA Shares Highlights of OLTL Presentation at RCPA Conference

Juliet Marsala, Office of Long-Term Living (OLTL) Deputy Secretary, provided a meaningful update at the RCPA Conference last week. The session was not recorded, but you can view the slides here. Below are the highlights:
- The current CHC MCO contracts have been extended until December 2030. This may indicate the level of urgency the Commonwealth is placing on updating the cohort of MCOs.
- Provider Revalidation for high-risk providers must be done by December 31, 2026. This revalidation is required for each of the provider’s locations. The message was an encouragement for providers to complete their revalidation early to avoid the rush at the end of the year as well as to avoid the risk of having the location closed in PROMISe.
- The State of The Workforce Survey will be used for the collection of the data required by the Access Rule (80/20). RCPA will be developing a provider training for the 2027 requirements.
- FWA – Program Integrity Reviews highlight the broad range of data that will be used to identify FWA and recover funds for the Commonwealth. RCPA will be developing a provider training for the 2027 requirements.
- Capitation Rate Development was a virtual tutorial outlining the process of establishing the capitation rates for MCOs and ultimately to providers.
- H.R. 1’s impact on OLTL programs was discussed, and the Deputy Secretary stated that OLTL’s discussion will begin at the LTSS meeting on October 7, 2026. RCPA will be present at this meeting and will report on this as soon as the details are available.
