The Rehabilitation and Community Providers Association (RCPA) is pleased to announce a new partnership with the Inspection Management System by PUPS Software.

This collaboration gives RCPA members exclusive access to a proven, easy-to-use technology that helps organizations manage inspections more efficiently, stay compliant, and save valuable time.

About the Inspection Management System by PUPS Software
The Inspection Management System is a cloud-based tool
designed specifically for health and human services providers. It helps organizations plan, conduct, and track inspections from start to finish, keeping teams organized, accountable, and ready for audits at any time. Common inspection types include Fire Safety, Interior and Exterior Site, Licensing, Vehicle, and other program-specific or custom inspections tailored to each organization’s needs.

The platform keeps everything organized in one place, provides automated reminders and reports, and makes it simple to monitor trends across multiple sites. By replacing manual paperwork with automated workflows, organizations can focus less on administration and more on providing quality care.

What RCPA Members Can Expect
RCPA members can look forward to:

  • simple, intuitive platform built for health and human services providers;
  • Secure online access to inspection data, reports, and follow-up actions;
  • Automation tools that save time, reduce errors, and improve accountability;
  • Dedicated onboarding and responsive support from the friendly PUPS team; and
  • An exclusive RCPA member discount of $1,200 per month (a 20% savings off the regular $1,500 rate).

What RCPA Members Are Saying
“PUPS Software’s Inspection Management System
has made a huge difference in how we manage our internal inspections,” said Justin Hymon, Senior Vice President of Operations at Step By Step, Inc. “It’s easy to use, helps us stay organized, and gives our teams more time to focus on the people we serve instead of chasing down paperwork. Now that we have clear visibility into every location, I don’t have to worry about what I can’t see. I’d recommend it to any provider looking to simplify their compliance process.”

On Thursday, May 28, the Office of Developmental Programs (ODP) provided an update to the Medical Assistance Advisory Committee (MAAC) regarding current policies and upcoming regulatory changes following a recent Commonwealth Court decision. On February 17, 2026, the PA Commonwealth Court issued a decision in Dunkelberger v. Department of Human Services that determined that ODP’s limitations on provider model services (specifically the 40/60-hour caps and 90-day travel maximums) were null and void. The decision was based on process rather than policy validity; the Court found that these limitations were not properly promulgated as regulations in accordance with the Commonwealth Documents Law and Regulatory Review Act. To maintain a balanced approach between flexibility and oversight, ODP is moving forward with the following actions: Regulatory Amendments: ODP will amend regulations to establish formal authority for setting service delivery limits that support individual welfare and program integrity. Self-Directed Model Agreements: ODP has already modified agreements for self-directed models to clarify limits on overtime, combined relative service provision, and travel restrictions. Travel Restrictions: Due to the inability to monitor services effectively over long distances, service provision will now be limited to Pennsylvania and contiguous states. Waiver Changes: ODP will seek modifications through the amendment process to the Consolidated, P/FDS, Community Living, and Adult Autism Waivers to include: New requirements for agencies providing IHCS and Companion services to disclose a DSP's relationship to participants; and Strengthened programmatic oversight and integrity measures. Life Sharing Alternative: For participants requiring more than 60 hours of paid care from a relative, the Life Sharing (24/7) service model remains the recommended alternative. ODP anticipates a public comment period for these proposed waiver changes beginning in January 2027.
