Bulletin

The Pennsylvania Department of Drug and Alcohol Programs (DDAP) released Information Bulletin 01-22 today. The purpose of the bulletin is to remind all recovery houses in Pennsylvania, as well as entities who refer individuals to recovery houses, of several requirements of the recovery house law (Act 59 of 2017). A letter from DDAP Secretary Jennifer Smith communicating details of the bulletin was issued today to all stakeholders, as well.

The Office of Mental Health & Substance Abuse Services (OMHSAS) has released the following bulletin that applies to county mental health/intellectual and developmental disability (MH/ID) administrators, base service units (BSU), mental health review officers, county crisis intervention programs, and hospital emergency departments.

The purpose of this bulletin is to clarify the part of the Mental Health Procedures Act (MHPA) referring to the involuntary commitment process under Section 302 and the 120-hour limitation on holding a consumer for involuntary emergency examination and treatment.

ODP Announcement 22-011 announces that, in preparation for revisions to the Targeted Support Management (TSM) Bulletin, the Office of Developmental Programs (ODP) is offering training for Supports Coordination Organizations (SCOs) and Administrative Entities (AEs) that covers important updated information to the soon-to-be-released TSM Bulletin.

Training can be found on MyODP. The course “Understanding and Implementing the Targeted Support Management Bulletin #00-22-01” is available now.

Additionally, ODP will be offering an accompanying virtual office hour (VOH) session where ODP leadership will be available to address any TSM-related questions. The VOH session is scheduled for March 1, 2022, from 2:00 pm–3:00 pm and is open by registration only. Prior to registering for the VOH, ODP recommends participants review both the draft TSM Bulletin and the “Understanding and Implementing the Targeted Support Management Bulletin” webcast.

The Office of Long-Term Living (OLTL) has issued Bulletin 59-21-03, which pertains to the Home and Community-Based Settings (HCBS) Heightened Scrutiny process. Also included are the following bulletin attachments:

  • Attachment A: Final Rule Heightened Scrutiny checklist for Day Settings
  • Attachment B: Final Rule Heightened Scrutiny checklist for Employment Skills Development Settings
  • Attachment C: Final Rule Heightened scrutiny checklist for Residential Settings

OLTL is currently working to develop a training for providers on this topic and will host training sessions sometime in early 2022. Questions about the bulletin and/or the attachments should be sent via email. The bulletin is effective December 29, 2021.

The Medical Assistance (MA) Bulletin posted on 10-22-2021 applies to all providers that render personal care services (PCS) to beneficiaries in the fee-for-service (FFS) delivery system, including Agency with Choice and Vendor Fiscal/Employer Agent financial management services organizations that provide PCS to MA participants who are enrolled in an Office of Developmental Program or Office of Long-Term Living waiver, the Act 150 Program, or a Community HealthChoices managed care organization.

The purpose of the bulletin is to:

  • Advise providers of updates to certain error status codes (ESC) for PCS subject to electronic visit verification (EVV), effective for claims received on and after October 22, 2021; and
  • Advise providers of an updated Provider Assistance Center (PAC) contact e-mail for their use.

Providers rendering PCS in the managed care delivery system should address any questions regarding ESCs for PCS subject to EVV with the applicable managed care organization.
