CHC MCO

The Department of Human Services is seeking to procure the services of Managed Care Organizations (MCO) to operate the Community HealthChoices (CHC) Program in the five CHC zones which cover all 67 counties of the Commonwealth.

This procurement launches the process to select MCO, starting January 1, 2025. Key dates are:

Information was issued on January 11, 2024, regarding a second virtual transportation summit that has been planned for February 7, 2024.

Due to the original webinar not being accessible to everyone, the decision was made to change the format of the summit to a Teams virtual meeting. The meeting is open to the public, transportation providers, and anyone interested in transportation issues in the Community HealthChoices (CHC) program.

The purpose of the meeting is to have a full and robust discussion about transportation concerns and needs. There will be staff from various programs on the call, including the CHC Managed Care Organizations (MCO) and transportation brokers, MATP, and PennDOT. They will be on the call to listen to the issues and answer questions as they can.

This is a follow-up to the meeting held on December 11, 2023. This meeting will not have any formal presentations but will allow for participants, providers, and attendees to discuss their transportation issues, difficulties, or positive experiences. Participants can also ask questions during the webinar by either raising their hand and waiting until they are unmuted or by asking their question in the chat.

On December 29, 2023, the Department of Human Services (DHS) issued to the CHC-MCOs a revised edition of “Operations Memo (#2019-05): Circumstances When Community Health Choices (CHC)-Managed Care Organizations (MCOs) Must Transmit the Home and Community-Based Services (HCBS) Eligibility/Ineligibility/Change Form (PA 1768).” The PA 1768 (included in the Operations Memo) is used to notify the County Assistance Office (CAO) when a CHC participant is determined clinically eligible for CHC HCBS or when a CHC participant, who is receiving HCBS, experiences a change affecting his or her eligibility for HCBS.

This revised operations memo describes situations where the CHC-MCO sends the PA 1768 to the CAO. The memo has also been revised to include Money Follows the Person (MFP) information to communicate on the PA 1768 (Attachment 8), and to update a participant letter (Attachment 4: CHC HCBS Termination Letter (No Response).

The brain injury quarterly meetings with the Community HealthChoices (CHC) Managed Care Organizations (MCOs) will continue to be held in 2024. The meetings will be held from 1:00 pm – 4:00 pm via webcast on the following dates:

  • January 11, 2024
  • April 25, 2024
  • July 18, 2024
  • October 10, 2024

Each CHC-MCO will be allocated a specific timeframe for their portion of the meeting. Meeting announcements, registration, and the link to participate in the calls will be sent to members prior to each call. If you have any questions, please contact Melissa Dehoff.

From June through August 2023, the Office of Long-Term Living (OLTL) held Listen and Learn Sessions across Pennsylvania. There were a total of sixteen in-person sessions and three virtual sessions where Community HealthChoices (CHC), OBRA, Act 150, and Living Independence for the Elderly (LIFE) participants, family members, and community members were able to offer input on how OLTL could improve its programs.
