2022 NADSP Advocacy Symposium: Amplifying The Voices Of Direct Support Professionals

Over 300 Direct Support Professionals (DSPs), self-advocates, and family members from almost every state in the country are set to embark on NADSP’s first ever national advocacy event next week on March 9 and 10. The purpose of this virtual event is to bring the DSP perspective to the forefront of Congress and the Administration during a time of unprecedented workforce challenges.

The NADSP recognizes the previous absence and critical importance of lifting the voices of DSPs to federal policy-makers so that public policy can be informed by the people who are on the frontlines of supporting people with disabilities to live, work, and thrive in the community. This 1.5-day virtual symposium will culminate with virtual meetings with Congressional leaders and staff to educate and advocate on NADSP’s public policy priorities for 2022.

On March 9–10, 2022, the National Alliance for Direct Support Professionals will embark on its first-ever national advocacy event to bring the direct support professional (DSP) perspective to the forefront of Congress and the Administration during a time of unprecedented workforce challenges. Hardships from the pandemic and recent legislation have provided new insights and opportunities for the direct support workforce that supports people with disabilities.

The NADSP recognizes the previous absence and critical importance of lifting the voices of DSPs to federal policy-makers so that public policy can be informed by the people who are on the front-lines of supporting people with disabilities to live, work, and thrive in the community. In February 2022, the NADSP will provide direct support professionals with materials to prepare for legislative meetings. This will lead up to a 1.5-day virtual symposium that will culminate with virtual meetings with Congressional leaders and staff to educate and advocate on NADSP’s public policy priorities for 2022.

  • Establish a Standard Occupational Classification (SOC) for direct support professionals within the Bureau of Labor Statistics (BLS).
  • Assure effective implementation of workforce development initiatives authorized through legislation that leads to wages commensurate with the level of responsibility and the complexity of this work, as well as career ladder opportunities that lead to professional growth.

The Medicare Payment Advisory Committee (MedPAC) voted last week and unanimously recommended a five percent payment reduction for inpatient rehabilitation facilities (IRFs), skilled nursing facilities (SNFs), and home health agencies (HHAs). There was no additional feedback provided with this recommendation; however, additional information should be provided in their upcoming March 2022 report to Congress.

Also worth noting was that MedPAC discussed its mandated report related to designing a value incentive program (VIP) for post-acute care (PAC). This report is required under the Consolidated Appropriations Act of 2021, and this was the commission’s second session dedicated to development of the PAC VIP. The report is due to Congress by March 15, 2022. Due to the limited time to develop the report, MedPAC asserted it would not be making a formal recommendation in the March Report to Congress. Also during this session, MedPAC shared its plan to submit its separate report on a unified post-acute care payment prototype to Congress in 2023.
