Deadline, as Letters on a Clock

The Agreement for Provision of Residential Services requires all residential providers to provide information for tier assignment in order to be assigned to a tier on an annual basis. The Performance-Based Contracting (PBC) Data Submission Tool for the current contract year became available on February 15, 2025. All Residential Providers must submit data and documentation related to their organization’s performance no later than 11:59 pm Saturday, March 15, 2025. Providers intending to be in the Primary Tier must complete a PBC submission.

Providers that fail to submit data and documentation for tier determination by March 15, 2025:

  1. Will be in violation of their Agreement for Provision of Residential Services and will be required to take immediate corrective action. Without correction, they may be subject to sanctions up to and including termination of the Agreement for Provision of Residential Services.
  2. Will not be eligible for Pay-for Performance (P4P).

RCPA is reminding ODP providers that the 2025 spending deadline for American Rescue Plan Act (ARPA) Grant funds is March 31, 2025. The final deadline for the reimbursement request submission is May 31, 2025. The survey closes on May 31, 2025, and no additional requests for reimbursement will be reviewed after this date.

The Office of Developmental Programs (ODP) reminds Supports Coordination Organizations (SCOs) that they are required to provide a *PDF of their 2024 fiscal year-end financial statements no later than 9 months from the end of their fiscal year. In most cases, this date will be March 31 annually.

Financial Statement submissions must include, at a minimum, a Profit and Loss Report (Income Statement) for the 2024 fiscal year and a Balance Sheet as of the end of the provider’s fiscal year. ODP developed a QuestionPro link for SCOs to easily attach a *PDF of their financial statements, which will satisfy the requirement. The link for the ODP Waiver Provider Financial Statement Submission Form is available.

Residential Providers are required to provide a *PDF of their financial statements as part of Performance-Based Contracting and are no longer required to submit statements separately using the URL referenced in this document effective the date of this announcement.

The Office of Developmental Programs (ODP) reminds providers that submissions for Performance-Based Contracting (PBC) Data and Pay for Performance (P4P) are due on March 15, 2025. Both Data Submission Tools became available on February 15, 2025. It is recommended that Providers complete the required PBC Data Submission tool prior to submitting for P4P, as providers will be given the option in the P4P tool to use the same documents submitted for Credentialing (Primary) and Employment from the PBC tool.

The Office of Developmental Programs (ODP) has shared a reminder that the deadline to complete the 2022 Student Independent and Group courses is February 28, 2025, as referenced in ODP Announcement 25-010. All student classes must be held in the 2024 Student Independent and Group courses after this date.

Also, please be reminded that the “Trainer Attestation of Qualification” and the “Complete to Access Acknowledgement of Qualification” activities serve as the ‘online’ signatures, replacing the physical signatures. The Trainer Attestation date is required for the User Report to be considered complete, and staff may not administer medication until that step is done. The date the Trainer Attestation was completed will be printed on student Acknowledgements of Qualification issued after January 2, 2025. For the Trainer Attestation date to show on the User Report, the Trainer must enter in the date in the feedback field.
