Join RCPA for our 2025 Capitol Day, which will be held Wednesday, March 26. Don’t miss out on this opportunity to advocate for yourselves and those you serve by meeting with legislators directly! We will hold a press conference in the Main Rotunda between 10:00 am – 11:00 am. The following legislators and leaders in the Health and Human Services arena will be speaking:

  • Richard S. Edley, PhD, President/CEO, RCPA;
  • Fady Sahhar, MBA, PhD, Director, Physical Disabilities & Aging Division, RCPA;
  • Melva Fair, CEO, Community Living and Support Services;
  • Annie Smith, Director of Early Intervention, Strawberry Fields;
  • Representative Doyle Heffley (R-Carbon);
  • Representative Joseph Hohenstein (D-Philadelphia);
  • Senator Michele Brooks (R-Crawford/Lawrence/Mercer); and
  • Senator Tim Kearney (D-Delaware).

RCPA requests that members schedule appointments with their Senate and House legislators directly to discuss the state budget, legislation, and regulations after our press conference. If you have scheduled meetings, please contact Jack Phillips with details, as we can provide some level of coordination. RCPA will provide policy specific materials at the rally, including the RCPA 2025 Legislative Priorities.

Today, June 5, members of the Coalition for the Preservation of Employment Choice and RCPA urged the PA General Assembly to preserve protections and programs meant for those with IDD, including preserving Section 14(c) of the Fair Labor Standards Act. Those speaking detailed how a loss of such programs would limit those with IDD to education and workplace options.

Richard Edley, PhD, President and CEO of RCPA, defended the programs, stating, “When you systematically limit choice, you are taking away a basic principle of helping people with disabilities.”

Also speaking at the rally was Colleen Stuart, CEO of Venango Training and Development Center, Inc., President of the Coalition for the Preservation of Employment Choice, and incoming Board Chair for RCPA. Colleen spoke of those with IDD in the workforce and education, asserting, “Without adequate rates that cover the cost of services, they will lose this choice, as providers will not be able to maintain.”

George Gwilliam of Cori’s Place, who also serves as an RCPA Board Member, was present, as well, speaking on behalf of those with IDD who would be impacted by the loss of protections.

During the day, RCPA will hold a press conference and rally on the steps of the Capitol outside the Main Rotunda between 12:30 pm – 1:30 pm. Invited representatives for the press conference include Rep. Dan Miller, Rep. Mike Schlossberg, Rep. Donna Oberlander, Rep. Bridget Kosierowski, Rep. Doyle Heffley, and Rep Stephen Kinsey. Those invited will speak alongside Richard S. Edley, President and CEO of RCPA, and RCPA Policy Directors. If you have not registered for this event, please register here.

RCPA will be hosting our 2023 Capitol Day on Monday, April 24 and will hold a press conference and rally between 12:30 pm – 1:30 pm on the front steps of the State Capitol (outside the Main Rotunda). This is your opportunity to show a shared voice to the legislature, administration, and governor’s office on matters that impact providers and those they serve. Members from all RCPA divisions are requested to attend and schedule appointments with their Senate and House legislators to discuss the state budget, legislation, and regulations that impact the services of our members.

On June 7, 2022, the Pennsylvania Statewide Independent Living Council (PA-SILC), along with the Pennsylvania Council on Independent Living (PCIL), will be holding a rally titled “Our Lives, Our Services, Our Agencies, Our Choice,” at the Capitol Building on Commonwealth Avenue from 11:00 am – 12:00 pm. The primary focus of the rally is to discuss the issues surrounding major changes regarding the Agency With Choice (AWC) aspect of in-home care, which is being rushed into implementation. A number of speakers are scheduled, including Fady Sahhar, President/CEO of ProVantaCare.
