The next Financial Management Services (FMS) stakeholder meeting is scheduled for Friday, September 2, 2022, from 1:00 pm – 2:30 pm. The purpose of this meeting is to discuss the upcoming changes for the administration of FMS under the Community HealthChoices (CHC), OBRA Waiver, and Act 150 programs. Representatives from the Office of Long-Term Living (OLTL) and CHC Managed Care Organizations (MCOs) will be in attendance to discuss upcoming changes.

Registration for the RCPA Conference 2022 Together! is now open! Together! will be held October 11 – 14, 2022, at the Hershey Lodge in person this year. After two long years, we are looking forward to seeing everyone!

The 2022 event features more than 60 workshops, most of which will be recorded to allow participants to take advantage of viewing sessions after the event. We will have over 90 continuing education credit options. Participants will also be able to visit Beacon Health Options Connections Hall and networking events.

You will not want to miss keynote speakers, including:

  • Dick Finnegan, a respected speaker, author, and CEO of C-Suite Analytics, who will provide his insight on “The Great Resignation;”
  • Deborah Riddick, a public policy expert, who will discuss how intentional collaboration, centered in curiosity, authenticity, and integrity, can help to address health disparities;
  • Dan Hilferty, a respected authority on health care, business, and civic engagement; and
  • Michael Cohen, who has updated stories of uncommon HR situations and strategies to resolve them.

We will also have two plenary sessions available for all attendees. The first will provide national updates from our partners Chuck Ingoglia of National Council for Mental Wellbeing and Gabrielle Sedor of ANCOR. Later on in the week, Meg Snead, Acting Secretary of the Department of Human Services, and Jennifer Smith, Secretary of the Department of Drug and Alcohol Programs, will highlight key accomplishments from DHS and DDAP respectively.

Several sessions will focus on workforce development, workforce recruitment and retention, value-based payments, telehealth, and trauma-informed support. Learn how to effectively share your story with legislators. Join us to hear from respected colleagues regarding state-of-the-art practices and new thoughts on service provisions. You will learn how to create an account, enroll in the Train-the-Trainer course, submit payment, view the lessons and exams, and register for the face-to-face session.

*Trainer facilitated Student Courses will be available on September 6, 2022, and a separate training will be held for certified trainers closer to that date.

The Pennsylvania Health Law Project (PHLP) will host a virtual information session on Wednesday, August 10 at 2:00 pm to review upcoming changes to the Physical HealthChoices program. Representatives from the PA Department of Human Services (DHS), PA Enrollment Services, and the Pennsylvania Health Access Network (PHAN) will be available to answer questions during the session. Space is limited, and registration is required.

We invite you to attend an RCPA regional meeting in your area on any of the below dates in August or September 2022. The meetings will focus on RCPA issues, including:

  • Legislative information;
  • Division and conference updates;
  • Department of Human Services (DHS) updates; and
  • Status of the CCBHC/ICWC program in PA.

We will also provide an update to the addiction treatment community on our advocacy efforts to ensure the Opioid Use Disorder Centers of Excellence transition from a DHS-directed payment model to a state plan service is fair and manageable for providers. In addition, ProVantaCare (our sister managed care entity) will review its efforts, goals, and upcoming opportunities.

Immediately following lunch, we invite RCPA members and advocates to participate in the Delta Center Convening on Telehealth. RCPA has collaborated with National Council on bringing together primary care associations (PCAs) and behavioral health state associations (BHSAs) to advance policy, payment, and practice changes that will benefit the millions of people served by health centers and community behavioral health organizations (CBHOs). RCPA is the recipient of grant funds through the Delta Center to cultivate health policy and a care system that is more equitable and better meets the needs of individuals and families.

In this forum, we will engage in roundtable discussions with consumers and practitioners on their opinions on the effectiveness, challenges, and future use of telehealth to deliver behavioral health services. The information gathered will guide the PA Delta Center team in its advocacy for developing regulations, bulletins, and practices that ensure equity and access to services for all communities. Your participation will be key to our ongoing work in establishing a healthy and sustainable telehealth footprint in Pennsylvania. Webinar participants will learn about the Job Accommodation Network (JAN), a leading source of free, expert, and confidential guidance on workplace accommodations and disability employment issues. Additionally, two DETAC subject matter experts will highlight innovative strategies to measure the level of current partnership engagement with employers and the impact of your direct and indirect employment services.
