Supplemental Payments

RCPA submitted comments to the Office of Developmental Programs (ODP) regarding the proposed amendments to the Consolidated, Person/Family-Directed Support (P/FDS), Community Living, and Adult Autism Waivers to allow providers to request a one-time supplemental payment to cover recruitment, retention, and any unusual staffing expenses resulting from the COVID-19 pandemic for direct support professionals, frontline supervisors, or supports coordinators.

ODP will review and consider all comments received by 11:59 pm today.

While we are grateful for the opportunity for members to access additional funds this fiscal year, we wanted to express our strong belief that the calculation of the dispersal of funds includes the NEA rates. There has been discussion with ODP staff that indicates they may not be including those amounts in the calculation.

ODP Announcement 23-001 Update provides additional information about how the Office of Developmental Programs (ODP) utilizes American Rescue Plan Act (ARPA) funds as part of the ongoing systemic recovery of services for people with an intellectual disability and autism. Also included is an Excel spreadsheet showing American Rescue Plan Act (ARPA) Expansion and Recovery Baseline Data (CPS and Employment).

This announcement includes baseline pre-pandemic service user data for both Community Participation Support (CPS) and Supported Employment to inform provider planning efforts related to the supplemental payments. This initiative is designed to provide supplemental payments to support the recovery and service expansion in the following three areas: CPS, employment, and supports coordination. The Office of Developmental Programs (ODP) has just sent ODPANN 22-031 UPDATE — ARPA — One-Time Supplemental Payment to Address Staff Training, Credentialing, and Business Associates Programs for Employment. This update corrects that one-time supplemental payments to address staff training, credentialing, and business associates programs for employment is for providers and was not approved for SCOs. ODP will be releasing information in the upcoming weeks that will support SCO needs.
