On April 5, 2022, the Office of Developmental Programs (ODP) presented an informational guidance session, including a question & answer (Q&A) period to address the resumption of in-person monitoring of participants by Supports Coordinators. The recording of the session is available here.

The COVID-19 pandemic has created existential challenges for agencies that provide supports and services to individuals who have disabilities and/or health issues. Staffing has been an area that has been significantly affected. Legislative and State Stakeholders have requested RCPA to quantify the impact of the pandemic on our workforce so that we might effectively lobby for the welfare of the agencies that support and serve individuals with disabilities and health issues.
We recently distributed a work force survey to our members that did not include a section specifically to address the issues support coordinators in the IDD, MH, and OLTL fields are facing. The SC Workforce survey asks questions specifically directed to the challenges that supports coordinators, or service coordinators, are experiencing.
If you have already completed the survey that was released last week, please do not complete this survey. We will extract the data from your submission to add to the data collected here.
The survey responses seek to gather data related to hiring, retention, vacancy rates, pay structures, vaccinations, and COVID-19 impacts on programs as well as access to care associated with the pandemic.
RCPA is making the survey available to providers across Pennsylvania, not just RCPA members. Please be assured that response data will be de-identified and aggregated for reporting by an independent research entity, and your individual data will be shared with no one. A copy of the results of this survey will be available to all participants at the conclusion of the study.

In January 2021, the Office of Developmental Programs (ODP) is planning two joint presentations with Health Risk Screening (HRS), Incorporated for supports coordinators (SCs). These sessions will review ODP’s expectations related to the use of the Health Risk Screening Tool (HRST) as well as provide thorough instruction on use of the tool.
These sessions will replace ODP’s previously advertised sessions and will contain additional information from HRS. The joint session promises to be more interactive, involves case studies, and allows real-time engagement with the HRS platform. The format of the joint sessions enables SCs to learn how the use of “considerations” improves the lives of individuals who our programs support.

On March 30, 2019 changes were implemented in the Enterprise Incident Management System in order to assist users of the system to keep current with incident management responsibilities.
ODP Announcement 19-042 informs Supports Coordinators (SCs) and Supports Coordination Supervisors (SC Supervisors) of the addition of email notifications when there is a system-generated alert in Enterprise Incident Management (EIM). The email notification functionality has been added to EIM in order to prompt users to login and review incidents. The addition of email notifications will assist SCOs to promptly review incidents for evidence that the individual’s health, safety, and rights were safeguarded during the entire lifecycle of an incident.
On March 30, 2019, SCs and SC Supervisors with an assigned caseload in HCSIS will begin receiving real time email alerts when there is a system-generated alert in EIM for an individual assigned to their caseload.

To ensure the email alerts are successfully delivered to the appropriate email addresses, please ensure all email addresses of SCs and SC Supervisors are correct in HCSIS Demographics and add NoReply@pa.gov to your safe senders list.
ODP Announcement 19-043 is to inform Providers, SCOs and other reporting entities who have a responsibility to file incidents in EIM of the functionality of EIM Alerts they will receive when the First Section of an incident is initiated but not submitted within 72 hours. This alert will assist providers, SCOs and other reporting entities with their obligation to report alleged and suspected incidents in a timely manner as outlined in ODP Bulletin #6000-04-01, Incident Management.
Effective March 30, 2019, all users with the PW-EIM-INCIDENTRPTR role in the reporting organization as well as the assigned point person for an incident that is created but not submitted 72 hours after creation will receive an Alert in EIM. The alert will be generated for all incident Primary Categories, including incidents which have not yet been classified.
