Work Equity

The Workforce Innovation and Opportunity Act (WIOA) requires the governor of each state to submit a four-year unified or combined state plan outlining the state’s workforce development strategy. The plan can be viewed on the Department of Labor and Industry’s website, and the draft for the 2024–2028 plan is available here.

Pennsylvania’s Combined State Plan includes the six WIOA Core programs: Adult, Dislocated Worker, Youth, Wagner-Peyser, Adult Basic Education, and Vocational Rehabilitation. It also includes the following optional programs:

  • Career and Technical Education Programs-Perkins Act
  • Temporary Assistance for Needy Families Program
  • Trade Adjustment Assistance for Workers Programs
  • Jobs for Veterans State Grants Program
  • Senior Community Service Employment Program
  • Reintegration of Ex-Offenders Program
  • Community Services Block Grant
  • Unemployment Insurance

Some specific areas of interest to our members include the following goals:

  • Empowering individuals paid subminimum wages through 14(c) waivers to obtain CIE;
  • Expediting the Integrated Vocational Engagement & Support Team (InVEST) Project to assist individuals with disabilities, families, and community businesses with CIE engagement, supports, and services/resource coordination;
  • Increasing competitive integrated employment (CIE) opportunities for individuals with disabilities;
  • Increasing transition services for students with disabilities; and
  • Increasing statewide collaboration with the Bureau of Special Education (BSE) and the Office of Developmental Programs (ODP) to expand Pre-ETS across Departments.

Accenture has completed the second study of companies’ performances as they increase their hiring of people with disabilities. Their report, titled “The Disability Inclusion Imperative,” builds on the 2018 landmark report on disability inclusion at work in the United States. The 2023 update to the business case is enlightening and addresses:

  • Disability in the US workforce;
  • The business case for including persons with disabilities;
  • The cultural challenge to inclusivity;
  • The A-list framework to foster and facilitate disability inclusion; and
  • Prioritizing disability inclusion to embrace the full power of collective differences.

The Office of Developmental Programs (ODP) is inviting leadership professionals from Administrative Entities (AEs), Support Coordination Organizations (SCOs), Providers of Supported Employment Services and Day Habilitation, and Providers of Community Participation Support (CPS) to attend a 1-day Employment Symposium. The Symposium will be held regionally across the Commonwealth on April 25, May 4, and May 12 from 10:00 am – 3:00 pm with a boxed lunch provided.

The goals of the Regional Employment Symposium are to:

  1. Provide a platform for networking, information/resource sharing, and best practices for employer engagement;
  2. Identify strategies for engaging employers on the benefits of hiring people with disabilities using a dual-customer approach; and
  3. Initiate an improvement process by creating goals and best practices to reach and increase employment rates for people with disabilities.

Opening Remarks by Kristin Ahrens, ODP Deputy Secretary, and Ryan Hyde, Executive Director for the Office of Vocational Rehabilitation (OVR)

10:30 am – 11:30 am
Panel discussion featuring an individual from that region with lived employment experience, along with their support team that got them to competitive integrated employment.

11:30 am – 12:00 pm
Small group discussions to network, share experiences of engaging in community integrated employment, resources, and tools.

12:00 pm – 1:00 pm
Lunch

1:00 pm – 2:00 pm
Keynote address: Cultivating Relationships With Employers, by Stephen Martynuska. Stephen is a consultant from Sheetz, Inc.

2:00 pm – 2:45 pm
Small group discussion with the opportunity to report out to the larger group on takeaways from the day, as well as sharing resources and tools for engaging employers.

2:45 pm – 3:00 pm
Closing remarks/wrap-up by Kristin Ahrens and Ryan Hyde.
