ODP Feedback Needed by COB Monday on HCSIS Update, Monthly Billing Workarounds

The Office of Developmental Programs (ODP) has requested feedback regarding upcoming system updates to HCSIS in preparation for the January 1, 2027, implementation of monthly billing.

 

Because ODP is actively working on these updates right now, they have given us a very tight turnaround. Please review the two issues below and submit your feedback to Devon Speelman by close of business (COB) Monday, July 13.

 

Issue 1: TSM and Waiver Authorization Workaround (Sub-Category Field)

Currently, Standard TSM and Intensive TSM cannot be authorized in HCSIS. As a temporary workaround, ODP is utilizing the Sub-Category field within the service note. While this field was initially optional, it will now become mandatory.

 

ODP is considering expanding this field to include all three waivers (requiring the SC to select one). However, because this field is not system-validated, there is a risk of human error. (Note: "Program enrollment" is already populated on the service note detail extract when an individual is enrolled in a waiver, and this proposal includes moving BASE to an "activity type.”)

 

Please advise on which option best meets the needs of your Supports Coordinators:

 

Option 1: Include all waivers along with Standard and Intensive TSM in the drop-down menu.

 

Option 2: Limit the drop-down options strictly to: WAIVER, STANDARD TSM, and INTENSIVE TSM.

 

Issue 2: Service Type Category Labeled as "Other"

The "Other" category was originally intended to capture non-billable services (those not included on List A or List B). Based on ad hoc testing feedback, ODP is considering changing this label to "Non-Billable."

 

ODP is seeking your perspective on the following:

 

Does a specific category for "Other" / "Non-Billable" provide actual value to your team?

 

Would it be better to maintain a designated non-billable service type, or should service notes simply be marked as non-billable without requiring a specific category?
