HARRISBURG — The Pennsylvania Senate passed a resolution this week calling on Congress to support care for veterans with traumatic brain injuries. The measure was introduced by state Sen. Doug Mastriano, who chairs the Pennsylvania Senate Veterans Affairs and Emergency Preparedness Committee.
Senate Resolution 245 urges Congress to pass the Veterans Traumatic Brain Injury Adaptive Care Opportunities Nationwide Act, S. 3130, which would establish a three-year pilot program dedicated to developing and evaluating new neurorehabilitation treatments specifically for veterans with chronic mild traumatic brain injury.

The Office of Developmental Programs (ODP) held a Quarterly Provider Forum today, June 2, 2026, to provide updates to the Supports Coordination Organization (SCO) groups. Performance-Based Contracting (PBC) has been delayed until January 1, 2027, to allow SCOs additional time for preparation and training. ODP will be offering in-person and virtual training opportunities throughout the Fall of 2026. Additional ad hoc testing will also occur. Face-to-face monitoring and monitoring tool completion will now be separated into two distinct List A activities. Graduates may now be identified for Intensive TSM up to one year prior to graduation. Intensive TSM may also be used for individuals with MA who require multiple intensive TSM activities for at least 3 months within a 6-month period. HCSIS updates will include two service note formats: Prior to PBC (on or before December 31, 2026) After PBC (on or after January 1, 2027) Please view the ODP presentation for additional information presented.

The Pennsylvania Department of Human Services (DHS) issued a Request for Information (RFI) to gather stakeholder feedback before re-procuring the Community HealthChoices (CHC) managed care program. DHS is seeking recommendations on how to strengthen the program, improve participant outcomes, enhance long-term services and supports (LTSS), and better integrate healthcare services. Responses are due July 15, 2026. The RFI includes: 1. Program Design and Service Delivery 2. Financial and Value-Based Purchasing (VBP) Requirements 3. Reporting and Administrative Requirements 4. Program Structure and Procurement Design 5. Medicare-Medicaid Integration 6. Artificial Intelligence (AI) and Innovation View the RFI at e-Marketplace ; you can also view the full RFI text here . Key Implications for LTSS and HCBS Providers For home care, personal assistance, and HCBS providers, the most significant opportunities to influence the future CHC program involve: Service coordination requirements; Self-direction policies; Workforce supports; Transportation access; Housing-related services; Value-based purchasing design; Reporting burden reduction; Medicare integration; and Provider network requirements. The RFI signals DHS's interest in broader system integration, increased use of technology, enhanced participant-directed services, and potential restructuring of the managed care model as part of the next CHC procurement.
