DHS Releases CHC Re-Procurement RFI, Response Work Group Meetings Scheduled

The Pennsylvania Department of Human Services (DHS) issued a Request for Information (RFI) to gather stakeholder feedback before re-procuring the Community HealthChoices (CHC) managed care program. DHS is seeking recommendations on how to strengthen the program, improve participant outcomes, enhance long-term services and supports (LTSS), and better integrate healthcare services. Responses are due July 15, 2026. The RFI includes:
1. Program Design and Service Delivery
2. Financial and Value-Based Purchasing (VBP) Requirements
3. Reporting and Administrative Requirements
4. Program Structure and Procurement Design
5. Medicare-Medicaid Integration
6. Artificial Intelligence (AI) and Innovation

Key Implications for LTSS and HCBS Providers
For home care, personal assistance, and HCBS providers, the most significant opportunities to influence the future CHC program involve:
- Service coordination requirements;
- Self-direction policies;
- Workforce supports;
- Transportation access;
- Housing-related services;
- Value-based purchasing design;
- Reporting burden reduction;
- Medicare integration; and
- Provider network requirements.
The RFI signals DHS's interest in broader system integration, increased use of technology, enhanced participant-directed services, and potential restructuring of the managed care model as part of the next CHC procurement.
