RCPA recently convened a group of IDD residential providers to review and provide feedback on ODP’s draft Residential Staff Survey Tool.

The purpose of this tool is to help inform updates to ODP's residential habilitation fee structure. This effort aims to ensure fees remain responsive to individual needs while aligning with the Centers for Medicare & Medicaid Services (CMS) requirements that rates are “consistent with efficiency, economy, and quality of care, and are sufficient to enlist enough providers so that care and services are available...” Specifically, ODP is seeking to better understand staffing patterns for individuals categorized under Needs Group 4 and Needs Group 5.

Following a thorough review of the draft survey, the stakeholder group developed several recommendations and identified areas requiring additional clarification. You can review the full RCPA feedback document.

RCPA will continue to monitor the implementation of this staff survey tool and is available to assist members as they navigate its completion.

Please direct any additional feedback or questions to Tim Sohosky.
