ODP Shares Updates on Implementation of Rates for Supports Coordination and Targeted Support Management

The Office of Developmental Programs (ODP) has shared updates to ODPANN 26-046. With implementation of Performance-Based Contracting for SCOs, ODP is making changes to the SC and TSM rate structure. On April 24, 2026, ODP informed SCOs of a 6-month delay in implementation of new fee schedule rates for Supports Coordination funded through the Consolidated, Community Living, and Person/Family-Directed Support Waivers and TSM. A notice containing information about this delay has been published in the Pennsylvania Bulletin on June 13, 2026 (Volume 56, Number 24).

 

The TSM State Plan Amendment was also updated to include changes needed to implement PBC. The Centers for Medicare & Medicaid Services (CMS) approved this State Plan Amendment on April 8, 2026, with a retroactive effective date of January 1, 2026. The approved State Plan Amendment is available at DHS’s Medicaid State Plan web page. TSM service requirements are in the document titled “0013 Attachment 3.1A-3.1B,” starting on page 119. Information about rates is in the document titled “0025 Attachment 4.19B,” starting on page 34. Note that the rates in the waivers and State Plan Amendment are effective July 1, 2026 and will be implemented on January 1, 2027.

 

Additionally, ODP is working on the following related to implementation of Performance-Based Contracting for SCOs:

  • TSM Service Bulletin. Publication is anticipated this fall.
  • Technical Guidance for Claim and Service Documentation. Publication is anticipated this fall.
  • Individual Support Plan Manual. Publication is anticipated in August.

 

ODP will provide additional details related to training materials and opportunities in the coming weeks.
